After the FRY and NATO officials signed the military-technical agreement for Kosovo, Albanian refugees started to flee back and Serbian citizens of Kosovo started to flee out of Kosovo. Due to vacuum that occurred after Yugoslav forces withdrawal, before KFOR troops entered Kosovo, Albanian separatist from KLA occupied the positions that were earlier held by Yugoslav Army and Serbian police. Thus, Serbian civilians were in the position in which Albanians were, exposed to the everyday torture, kidnappings, robberies, and murders. That was just another proof that in the bloody triangle between special police of Slobodan Milosevic, separatists from KLA, and NATO, the ordinary people, civilians suffer the most.

Non-Albanian citizens are frightened by murders, kidnappings, and destruction of Orthodox monasteries, which happen everyday in Kosovo after the withdrawal of Yugoslav forces and return of the KLA. The only hope for safety is KFOR, which should guarantee security for all, regardless on nationality. Houses of Serbs, murdered 16-year-old boy, civilian shot in the head, and demolished Serbian Orthodox monastery of Devic, where KLA members scratched the frescoes and raped a nun.
